  • Government recognized that use of information and communication technologies is vital to improve public service delivery. Through E-governance program, government decided to provide some of the basic service in the various field.
  • E Governance considered to be essential to renovate the relationship between public, private sector and government and enables better policy outcomes, high quality services and greater engagements with the citizens the country.
G2C (Government to Company)
UMANG
  • UMANG (Unified Mobile Application for New-age Governance) is a common, unified platform, aggregating major government services (of Center, States, local bodies), including important utility services, to facilitate single point access through mobile app anytime, anywhere.
  • It is developed by the Ministry of Electronics and Information Technology and National e-Governance Division to drive Mobile Governance in India.


Mygov.in
  • MyGov platform is a unique first of its kind participatory Governance initiative involving the common citizen at large. (People, private, civil society share not only complaint, also share ideas for development).
Objectives
  • The idea of MyGov brings the Government closer to the common man using online platform, creating an interface for healthy exchange of ideas and views involving the common citizen and experts with the goal to contribute to the social and economic transformation of India.
  • MyGov is an innovative platform launched to ensure citizens' engagement in decision making by the Government so that the goal of "Good Governance" for building India is achieved.
  • The platform has been divided into various groups namely:
    1. Green India
    2. Job Creation
    3. Digital India
    4. Swachh Bharat
    5. Girl child Education
  • The objective of each group is to bring about a qualitative change in that sphere through people's participation.
Parichay
  • Parichay (G2G) for Government users and Jan-Parichay (G2C) for Citizens are a multilingual single sign-on platforms designed to onboard the users under a single authentication framework.
  • The Government SSO (Single-Sign-On) platform is a One-stop authentication platform and enhances network and application security.
  • Parichay & Jan-Parichay can uniquely identify a user based on diverse attributes like Aadhar/PAN/Mobile/ any email etc, and they comply with global security standards including two-step multifactor authentication, geofencing, per service authorization, pluggable auth stores as well authentication mechanisms, alerts on security-related activities, and auditing accounts in real-time, thus reducing potential hack.
  • While Parichay authorizes government employees to access various NIC services based on “user department” and the Government email address (@nic.in/@gov.in etc…),
  • Jan Parichay authorizes citizens to access citizen-centric services based on various parameters such as Aadhar no/PAN Card/ Email (allows public addresses like @gmail/@yahoo), Driving License, and other application-based parameters.
National e-Governance Service Delivery Assessment (NeSDA)
  • National e-Governance Service Delivery Assessment (NeSDA) was launched in 2018 aims at assessing the states, UTs and central ministries on the depth and efficiency of e-Governance service delivery.
  • This framework, based on the Online Service Index (OSI) of UNDESA eGovernment Survey, has been customized for the Indian federal structure and the e Governance landscape of the States and UTs.
  • NeSDA 2021 would also be aligned UNDESA's eGovernment Survey 2022 Terms of Service coverage and assessment areas.
  • The framework covers six sectors, viz.
    • Finance,
    • Labour & Employment,
    • Education,
    • Local Government & Utilities,
    • Social Welfare (including Agriculture & Health) and
    • Environment (including Fire) sectors.
  • The framework covers services under G2B and G2C segments, in these six sectors. During NeSDA 2021, additional 6 mandatory services at State / UT level and 4 services at Central Ministry level would be evaluated.
Public Financial Management System (PFMS)
  • The Public Financial Management System (PFMS) is a web-based on software application developed and implemented by the Controller General of Accounts (CGA), Department of Expenditure, Ministry of Finance, Government or India.
Objectives
  • Tracking funds released under all Plan schemes of Government of India, and real time reporting of expenditureat all levels of Programme implementation
  • Subsequently, the scope was enlarged to cover direct payment to beneficiaries under all Schemes.
  • PFMS has established interface with the treasury systems of all the 28 States and the 2 Union Territories with Legislatures. This facilitates exchange of data regarding budget, allocation and expenditure against the central transfer of funds for Centrally Sponsored Schemes of the Government of India.

PM Award Public servants
Prime Minister's Award for Excellence in Public Administration - Government of India instituted the award for administration' to acknowledge recognize and reward the extraordinary and innovative work done by officer or the central and state governments.
  • It rewards the outstanding and exemplary performance of civil servants.
  • The Prime Minister's Awards for 2020 seek to recognize the contribution of Civil Servants to
    1. Inclusive development through credit flow to the priority sector,
    2. (Promoting people's movements through Jan Bhagidari' (people's participation) and Jan Chetna' (people's awareness), and
    3. Improving service delivery and redressal of public grievances.
Categories of Awards for 2020 are for the overall progress achieve the Aspirational District Program and the National Mission for clean Ganga.
  • The total number of awards for 2020 are 15
  • The Awards shall be conferred on Rashtriya Ekta Diwas on October 31, 2020.
Aspirational District Programme
  • It aims to quickly and effectively transform 112 most under-develop district across the country. Which are said to be BIMARU earlier.
  • The broad contours of the programme are Convergence (of Central & Stat Schemes), Collaboration (of Central, State level 'Prabhari' Officers & District Collectors), and Competition among districts through monthly delta ranking, all driven by a mass movement.
  • The ranking is based on the incremental progress made across 49 Key Performance Indicators (KPIs) under 5 broad socio-economic themes - Health & Nutrition, Education, Agriculture & Water Resources, Financial Inclusion & Skill Development and Infrastructure.
Good Governance Index
(Competitiveness & Socio welfare)
  • Good Governance day was celebrated on December 25, the birth anniversary of Former Prime Minister Atal Bihari Vajpayee.
  • GGI is a uniform tool that will help in assessing the status of governance and the impact of interventions undertaken by governments across all states and UT’s.
Objective
  • "The objectives of GGI are to provide quantifiable data to compare the state governance in all states and UTs, enable states and UTs to formulate and implement of suitable strategies for improving governance and shift to result oriented approaches and administration, Competitive federalism).
  • GGI will consider 10 sectors

  • All States and Union Territories are ranked separately. The states and UTs has been grouped into three categories: big states, Northeast and hill categories, and UT.
  • On the index, for 2020 Tamil Nadu has got the highest score (5.62), followed by Maharashtra, Karnataka, and Chhattisgarh (5.4, 5.1, and 5.05) respectively.
  • Among the Northeastern and hill states, Himachal Pradesh is at the top with a score of 5.22, followed by Uttarakhand, Tripura, and Mizoram at 4.87, 4.5, and 4.41 respectively.
e-Samiksha:
  • A real-time online system for monitoring and following up on the decisions taken by the Government at the Apex level in respect of the implementation of important Government programmes/projects.
  • Weeding out inefficient officers: Intensive review of Officers with doubtful integrity by premature retirement. (compulsory Retirement).
Lateral Entry
  • Introducing Lateral Entry for Brining specialization in the administration. (For regulatory body not Government of India departmental Ministry).
Public Grievances
(To Register Complaints)
  • It was recognized that a timely address the grievance of a citizen is essential order to ensure Good Governance.
  • The Directorate of Public Grievances (DPG) was set up in the Cabined Secretariat in 1988 to entertain grievances from the public. It is thus, an office of the last resort for redress of grievances relating to sectors in its purview.
  • DPG has been progressively computerising its operations since the early years. The Public Grievance Redress and Monitoring System (PGRAMS), an exclusive Automation programme for DPG was adopted in 1999.
  • Later it was centralised by Centralised Public Grievance Redress and Monitoring System (CPGRAMS) is an online platform available to the citizens 24x7 to lodge their grievances to the public authorities on any subject related to service delivery.
  • CPGRAMS is also accessible to the citizens through standalone mobile application downloadable through Google Play store and mobile application integrated with UMANG.

  • PRAGATI is a unique integrating and interactive platform. The platform aimed at addressing common man's grievances, and simultaneouslymonitoring and reviewing important programmes and projects of the Government of India well as projects flagged by State Governments.
Key features of the PRAGATI application are as follows:
  • It is a three-tier system (PMO, Union Government Secretaries, and Chief Secretaries of the States);
  • Prime Minister will hold a monthly programme where he will interact with the Government of India Secretaries, and Chief Secretaries through Video-conferencing enabled by data and geo-informatics visuals;
  • The first such programme was launched on 25th March, 2015 (Wednesday) at 3.30 PM and then onwards, it will be held once in every month on Fourth Wednesday at 3.30 PM-to be known as PRAGATI Day.

  • India is ranked 63 has improved from 142nd position among 190 economies in the ease of doing business, according to the latest World Bank annual ratings.

Intellectual property rights (IPR)
  • Creative India; Innovative India: Department of Industrial Policy & Promotion (DIPP), Ministry of Commerce, Government of India, has been as the nodal department to coordinate, guide and oversee the implementation future development of IPRs in India.
  • The 'Gell for IPR Promotion & Management (CIPAM)', setup under a professional body under the aegis of DIPP, is to be the single point of reference for implementation of objectives of the National IPR Policy.
