National Cyber Security Coordination Centre

  • Objective: To help the country deal with malicious cyber-activities by acting as an Internet traffic monitoring entity that can fend off domestic or international attacks
  • The National Cyber Coordination Centre (NCCC) is an operational cybersecurity and e-surveillance agency in India.
  • It is jurisdictionally under the Ministry of Home Affairs.
  • It coordinates with multiple security and surveillance agencies as well as with CERT-In of the Ministry of Electronics and Information Technology.
  • Components of the NCCC include a cybercrime prevention strategy, cybercrime investigation training and review of outdated laws.
  • Functions
  • It will be India’s first layer for cyber threat monitoring and all communication with government and private service providers would be through this body only.
  • The NCCC will be in virtual contact with the control room of all ISPs to scan traffic within the country, flowing at the point of entry and exit, including the international gateway.
Computer Emergency Response Team – India (CERT – IN)
  • CERT-In is the national nodal agency for responding to computer security incidents as and when they occur.
  • CERT-In was established in 2004 as a functional organization of the Ministry of Electronics and Information Technology.
  • Functions
  • The Information Technology (Amendment) Act 2008 designated CERT-In to serve as the national agency to perform the following functions in the area of cyber security:
  • Collection, analysis and dissemination of information on cyber incidents.
  • Forecast and alerts of cyber security incidents
  • Emergency measures for handling cyber security incidents
  • Coordination of cyber incident response activities.
  • Issue guidelines, advisories, vulnerability notes and whitepapers relating to information
  • Security practices, procedures, prevention, response and reporting of cyber incidents.
  • Such other functions relating to cyber security as may be prescribed.
National Technical Research Organisation
  • The National Technical Research Organisation (NTRO) is a technical intelligence Agency under the National Security Advisor in the Prime Minister's Office. It was set up in 2004.
  • It has the same ―norms of conduct‖ as the Intelligence Bureau (IB) and the Research and Analysis Wing (R&AW)
  • The organisation does hi-tech surveillance jobs, including satellite monitoring, terrestrial monitoring, internet monitoring, considered vital for the national security apparatus.
  • The agency specializes in multipile disciplines, which include remote sensing, SIGINT, data gathering and processing, cyber security, geospatial information gathering, cryptology, strategic hardware and software development and strategic monitoring.
  • The National Critical Information Infrastructure Protection Centre, an agency under the control of National Technical Research Organisation, has been created to monitor, intercept and assess threats to crucial infrastructure and other vital installations from intelligence gathered using sensors and platforms which include satellites, underwater buoys, drones, VSAT-terminal locators and fiber-optic cable nodal tap points.
Indian Cyber Crime Coordination Centre
  • The scheme to set up I4C was approved in October 2018, to deal with all types of cybercrimes in a comprehensive and coordinated manner.
  • It has seven components
    1. National Cyber Crime Threat Analytics Unit.
    2. National Cyber Crime Reporting Portal.
    3. National Cyber Crime Training Centre.
    4. Cyber Crime Ecosystem Management Unit.
    5. National Cyber Crime Research and Innovation Centre.
    6. National Cyber Crime Forensic Laboratory Ecosystem.
    7. Platform for Joint Cyber Crime Investigation Team.
  • 15 States and Union Territories have given their consent to set up Regional Cyber Crime Coordination Centres.
  • This state-of-the-art Centre is located in New Delhi.
National Cyber Crime Reporting Portal
  • It is a citizen-centric initiative which will enable citizens to report cybercrimes online and all the complaints will be accessed by the concerned law enforcement agencies for taking action as per law.
  • The portal specifically focuses on crimes against women, children, particularly child pornography, child sex abuse material, online content pertaining to rapes/gang rapes, etc.
  • It also focuses on crimes like financial crime and social media related crimes like stalking, cyberbullying, etc.
  • The portal was launched on a pilot basis on 30th August 2019.
  • It will improve the capacity of law enforcement agencies to investigate the cases after successful completion by improving coordination amongst the law enforcement agencies of different States, districts and police stations.
