Way Forward for Border Security

  • Border Talks – Ministry, Secretary, Envoy Level.
  • Border District Coordination Committee - at the level of district officials of the two countries- has been established as platforms for discussing issues of mutual concern.
  • Confidence Building Measures – Regular Commander level talks, Hotline to cool off any escalation.
  • Bringing border management under control of Ministry of Defence.
  • Restriction of Border Management force only for border gaurding operations.
  • Single Force guarding the entire border.
  • Fencing – Smart Borders – BOLD QIT - BOLD-QIT (Border Electronically Dominated QRT Interception Technique) – Under Compressive Border Management program (Objective: Using technology to guard border where human cannot go).
  • Border Area Development Programme – To get local support of people.
  • Accelerated Infrastructure Development in Border areas.
  • Construction of Integrated Check Posts to enhance trade.
  • Border Checking of Rail, Road routes (Interstate River Water junctions in future)
  • Drone Surveillance.
Comprehensive Integrated Border Management System (CIBMS)
CIBMS involves deployment of a range of state-of-the-art surveillance technologies
  • thermal imagers,
  • infra-red and laser-based intruder alarms,
  • aerostats for aerial surveillance,
  • unattended ground sensors that can help detect intrusion bids,
  • radars, sonar systems to secure riverine borders,
  • fibre-optic sensors and
  • a command and control system that shall receive data from all surveillance devices in real time.
  • Implementation of CIBMS projects on Indo - Pakistan and Indo - Bangladesh border will enhance the capabilities of Border Security Force (BSF).

Border Electronically Dominated QRT Interception Technique
  • The project has been constructed under the CIBMS (Comprehensive Integrated Border Management System) on India-Bangladesh border in Dhubri District of Assam.
Background
  • The 61 Kilometers of the Border area in District Dhubri, Assam where River Brahmaputra enters into Bangladesh is consisting of vast char lands and innumerable river channels thus making border guards in this area, a tough task especially during rainy season.
  • In January 2018, Information and Technology Wing of BSF undertook the project BOLD-QIT (Border Electronically Dominated QRT Interception Technique).
  • BOLD-QIT is the project to install technical systems and the entire span of River Brahmaputra is covered with data network generated by Microwave communication, Optical fibers cable (OFC), Digital Mobile Radio (DMR) Communication, day and night surveillance Cameras, and intrusion detection system.
  • These modern gadgets provide feeds to BSF Control Rooms on the Border and enable BSF Quick Reaction Teams to thwart any possibility of Illegal Cross Border Crossing/ Crimes.
  • The implementation of this project will not only help BSF to curb all type of cross border crimes but also provide respite to the troops from round the clock human surveillance.
