Government to Citizen (G2C) initiatives

  • Government to Citizen initiative was an attempt to extend the reach of government or governance to have qualitative impact on the people.
  • e-governance is the tool which has been conceived to increase the quality of government services to citizens.
  • It also to bring in more transparency, reduce corruption, minimize the costs borne by citizens and most importantly, make government easily accessible to the general masses.
Example
  • Bhoomi Project: Bhoomi is a flagship project of the Karnataka State Government. It was launched to digitize all land records in the state to prevent corruption and manipulation of data.
  • Gyandoot (or knowledge messenger) : A project launched by the Madhya Pradesh government. It is a Mission Mode Project in which 2,50,000 Panchayati Raj Institutions were identified to deliver e-Governance services to rural populations.
  • Lokvani Project: Public-private partnership project at Sitapur District in Uttar Pradesh, to provide a single window, self-sustainable e-Governance solution with regard to handling of grievances, land record maintenance and providing a mixture of essential services.
  • Project FRIENDS in Kerala: FRIENDS (Fast, Reliable, Instant, Efficient Network for the Disbursement of Services) is a Single Window Facility providing citizens the means to pay taxes and other financial dues to the State Government.
  • e-Mitra Project in Rajasthan: Committed to quick and convenient delivery of citizen services, Government of Rajasthan.
  • Digital India Land Record Modernisation Programme (DILRMP). "One Nation One Registration Software"
Government to Business (G2B) initiatives
  • G2B initiative deals with the activities of government and its interaction with business organization.
  • It is important to create a friendly business environment in the country so that the process of or the ease of doing business in the country
  • It ensures transparency and a free flow of information to the business organization.
Example
  • e-Procurement Project in Andhra Pradesh and Gujarat: To reduce the time and cost of doing business for both vendors and government.
  • MCA 21
    • Since September 2006, Ministry of Corporate Affairs has implemented the MCA 21 Mission Mode Project under the National eGovernance Plan (NeGP).
    • The project was formulated to create an enabling business environment in the country, and to ease the process of registration and document filing of a company.
    • Procurement of Goods through Government e-Market (GeM):
      • GeM is an online end-to-end procurement portal.
      • The system so created is going to ensure transparency.
      • The procurement of goods and services by ministries or departments of the central government has been made mandatory for goods or services available on GeM.

  • Single-window clearance mechanism for foreign investors
Government to Government (G2G) initiatives
  • Government to Government initiative is essential for the internal efficiency of the government—the more efficient the internal governmental process is, the better system it evolves.
  • Khajane Project in Karnataka: This programme deals with online computerization of Karnataka's treasury. It has also resulted in the computerization of all treasury-related activities of the state.
  • SmartGov (Andhra Pradesh): SmartGov has been developed to streamline operations, enhance efficiency through workflow automation and knowledge management for implementation in the Andhra Pradesh Secretariat.
Services included:
  • Areas ranging from policy, infrastructure, project management, finances training, capacity building, training, awareness, etc., are included under the 26 Mission Mode projects, and
  • 8 support components are to be implemented across central and state governments under the NeGP.
  • With this in mind, the government also aimed to bridge the digital divide that exists.
Components Involved:
  1. SWAN-State Wide area Network: It connect major district with Broadband connectivity minimum 2 mbps (Now 100 Mbps) speed.
  2. Common service centre: It had more than 1 lakh tele centres in 6 lakh village intially by way of internet enabled connectivity. (No increased under Digital India programme).
  3. Mobile Governance
  4. E- Bharat or National optical fiber network → Now, Bharat Net
  5. Megharaj- Cloud computing.
Government to Employee (G2E) Initiatives
  • e-learning methods; 
  • Consolidating the employee and 
  • Share of knowledge among the employees.
