Cabinet Committee on Security (CCS)
- It is the apex body for executive action on matters of national security.
- CCS is responsible for Political oversight and decision making on national security ensuring the democratic principle of civilian and political control of the apparatus.
- The composition of the CCS is
- Prime Minister of India Narendra Modi – Chairperson
- Minister of Defence - Rajnath Singh.
- Minister of Home Affairs - Amit Shah.
- Minister of Finance - Nirmala Sitharaman
- Minister of External Affairs - Subrahmanyam Jaishankar
- The National Security Adviser, the Cabinet Secretary and the Defence Secretary have also been attendees of the CCS meetings.
National Security Council
- It is an executive government agency tasked with advising the Prime Minister's Office on matters of national security and strategic interest.
- It was established by the former Prime Minister of India Atal Bihari Vajpayee on 19 November 1998, with Brajesh Mishra as the first National Security Advisor.
- Prior to the formation of the NSC, these activities were overseen by the Principal Secretary to the preceding Prime Minister.
- Besides the National Security Advisor (NSA), the two Deputy National Security Advisors, the Ministers of Defence, External Affairs, Home, Finance of the Government of India, and the Vice Chairman of the NITI Aayog are members of the National Security Council.
- Three tier Structure:
- NSC comprises the three tier structure- Strategic Policy Group (SPG) – All government authority (Cabinet Secretary, Minister, DGP etc…), the National Security Advisory Board (NSAB) – Private skilled Expert and the National Security Council Secretariat.
Strategic Policy Group (SPG)
- It is mandated to publish National Defense Review- a draft of short term and long-term security threats and defense matters for consideration of NSC.
- The SPG shall be the principal mechanism for inter-ministerial coordination and integration of relevant inputs in the formulation of national security policies.
- The Cabinet Secretary will coordinate the implementation of SPG decisions by the Union Ministries and departments and State governments.
- The NSAB undertakes long-term analysis and provides perspectives on issues of national security, it consists of Field Experts Function:
- It operates within the executive office of the prime minister of India, liaising between the government’s executive branch and the intelligence services, advising leadership on intelligence and security issues.
